Van Horn, Texas sits where I-10 and I-20 meet in Culberson County. It is a West Texas crossroads of about 2,000 people, long known as a fuel stop between El Paso and San Antonio. Today it is becoming something more, and Hellas Construction is helping build it.
It Started With Eagle Stadium
In 2014, Culberson County-Allamoore ISD (CCAISD) hired Hellas to renovate Eagle Stadium. The $6 million project included Matrix® synthetic turf, an epiQ Tracks® surface, a new field house, bleachers, a press box, scoreboards, lighting, and fencing. It was ready for the first home game of the season, on time and on budget.
In 2019, the district came back. A $4.1 million athletic complex expansion added a synthetic turf softball field, a four-court tennis complex, batting cages, bleachers, parking, and walkways connecting the district's athletic facilities.
"Hellas delivered exactly what our kids and community needed." — Marc A. Puig, Superintendent, CCAISD
From School District Partner to City Builder
The success of those projects got the attention of city leadership. What began as a school district partnership has grown into a role as Van Horn's construction manager for a portfolio of civic projects worth more than $50 million, with more than $35 million in the pipeline.
Projects under construction include:
- An outdoor pool complex with a competition pool, lazy river, and slides
- A daycare facility serving infants through pre-K
- A performing arts center with a theater and student recreation park
- A test well for water infrastructure
- Golf and recreation cart paths
- A course-wide irrigation system
In the design phase are a
full-service recreation center with fitness and aquatics, and a
golf course club complex.
Why Vertical Integration Matters in Remote West Texas
In a place where the nearest major city is more than 100 miles away, relying on third-party suppliers and subcontracted crews creates real risk. Hellas's vertically integrated model reduces it. Hellas manufactures its synthetic turf and track systems in-house, owns its heavy equipment, and sends self-performing crews to the job site.
That consistency means Van Horn gets the same quality and accountability on an $800,000 test well as on a $20 million performing arts center. It is one contractor with one standard across every project. Because Hellas owns its capacity, it can scale up for a community like Van Horn without pulling resources from other commitments.
A City Reimagined
For families: a pool complex, childcare, and a performing arts center that a town this size rarely gets.
For the local economy: construction jobs, permanent facility staff, and visitors drawn by events and recreation.
For the region: proof that a small town can turn one successful school project into a full civic development program with a single partner.
Why It Matters
The Van Horn story isn't just about turf. It is about what happens when a contractor earns the right to be called a partner. Scale doesn't require size. It requires vision, trust, and a partner who can execute.
